Chapter One: Introduction

1.1 Background of the Study

Public perception of governance and accountability plays a crucial role in shaping the legitimacy and effectiveness of local government institutions. In Sokoto South Local Government Area (LGA), Sokoto State, the citizens' views on how well the local government performs in terms of service delivery, transparency, and responsiveness to their needs have significant implications for future electoral outcomes and governance strategies. This study aims to examine how the public perceives the governance and accountability practices of local government authorities in Sokoto South LGA and how these perceptions influence the trust and confidence that citizens place in their elected representatives.

1.2 Statement of the Problem

Despite efforts by the local government to improve service delivery and governance in Sokoto South LGA, there is limited research on how the public perceives these efforts. Public perception of governance and accountability is essential for assessing the effectiveness of local government policies and practices. This study will explore the factors that shape public perception, including the transparency of government operations, responsiveness to community needs, and the level of corruption or mismanagement in the LGA.

1.3 Objectives of the Study

  1. To assess the public perception of governance and accountability in Sokoto South LGA.
  2. To examine the factors that influence public perception of local government performance in Sokoto South LGA.
  3. To evaluate the relationship between public perception and citizens' trust in local government institutions in Sokoto South LGA.

1.4 Research Questions

  1. How do the residents of Sokoto South LGA perceive governance and accountability in their local government?
  2. What factors shape the public's perception of local government performance in Sokoto South LGA?
  3. How does public perception of governance influence citizens' trust in the local government in Sokoto South LGA?

1.5 Research Hypotheses

  1. Public perception of governance and accountability in Sokoto South LGA significantly affects citizens' trust in local government institutions.
  2. Factors such as transparency, service delivery, and corruption influence the public's perception of governance in Sokoto South LGA.
  3. Positive public perception of governance leads to higher levels of trust and cooperation with local government authorities in Sokoto South LGA.

1.6 Significance of the Study

This study will provide valuable insights into the public's perception of governance and accountability at the local government level. The findings will help local government officials, policymakers, and political leaders understand how to enhance transparency and responsiveness to improve citizen trust and satisfaction with governance.

1.7 Scope and Limitations of the Study

The study will focus on Sokoto South Local Government Area, Sokoto State, and will examine public perceptions of governance, accountability, and service delivery. Limitations include potential biases in responses from citizens, as well as challenges in obtaining accurate data from government officials regarding transparency and accountability practices.

1.8 Operational Definition of Terms

  1. Public Perception: The way in which citizens view and understand the actions and performance of government institutions.
  2. Governance: The process of decision-making and the implementation of policies by government authorities.
  3. Accountability: The obligation of government officials to be answerable for their actions and decisions to the public.
